Administration
Business Licenses:
Every person engaging in any business, trade, profession or occupation in the Town of Stephens City is required to apply for a license to conduct such business. The application is available on this website or can be picked up at the Town Office. The requirements are set out in the Code of the Town of Stephens City available for review at the town office.
A license is required to be renewed every year and the license year runs from January through the end of December. The renewal deadline is March 1. The license fee is based on the gross receipts for the business from the previous year. A new applicant needs to estimate the amount of gross receipts for calculation of the fee. Please contact the Town Clerk Dianne L. MacMillan for any assistance with the application or questions regarding a business at, 540-869-3087.
Tax Information:
Unlike cities in Virginia, towns are political subdivisions of Virginia counties. Towns provide the additional public services that urbanized areas require, such as police protection, street maintenance and refuse collection. The county assesses and taxes real estate and personal property and these assessments are passed down to the Town of Stephens City.
If you own property in Stephens City, you must pay real estate taxes to the Town of Stephens City and the County of Frederick. The real estate rate for Stephens City is $0.076 per $100.00 valuation.
Personal property taxes are also due to each jurisdiction within the State. Stephens City’s tax rate is $1.00 per $100.00 valuation.
The rate will be reduced by a percentage each year based on the personal property relief disbursement provided to the Town by the Commonwealth of Virginia. You only pay personal property tax on vehicles and equipment owned on January 1st of each year.
Each jurisdiction bills separately. Taxes will be billed twice a year and taxes are due on June 5th and December 5th of every year.
The town also levies a consumer utility tax, a business license tax, meals tax and transient occupancy tax. For information, contact the Town Treasurer Kathy Monk or phone 540-869-3087.
